Randy Frank was born in Lexington, Nebraska. At the age of 6 months he started the rest of his life as an Oregonian. His father worked for the railroad and he spent his younger childhood years in Eastern Oregon and Portland. In 1965 moved to Seaside. His parents ran a General Store called Ocean Vista Shopping Center. They later owned a local Produce Distribution Company called Comella Produce. Randy delivered produce to local restaurants from Astoria to Rockaway for the family business and made many connections with owners and managers of these establishments.
In 1970 he was offered a job at the popular Crab Broiler of Seaside. In the 9 years he worked there, he climbed the ladder to Kitchen Manager of the restaurant. It was here that he met his future bride, Darleen, partner in life and business. He has been married to his wife Darleen for 30 years. He has 3 daughters Carmen, Esther, and Abagail.
A young man, in search of adventure and money, Randy decided to leave the Crab Broiler and go north to Alaska. He worked as a foreman on a privately owned Seafood Processing ship for 3 years. “I believe that this experience made me truly appreciate FRESH SEAFOOD”.
When Randy returned from Alaska, he worked for several years managing and cooking at local coastal restaurants. But he always kept his eyes peeled for a restaurant opportunity to come along that he could make his very own.
In March 10, 2001 his dream came true. Randy and Darleen opened Norma’s Seafood & Steak, located at 20 N Columbia in beautiful downtown Seaside, just one block from the Prom.
The restaurant has a warm, casual feel. It’s inviting for couples, beachgoers, and groups. The menu has a large seafood offering, but also available are steaks, burgers, chicken, sandwiches, and their famous Clam Chowder (Yum)!
If all natural proteins are what you are looking for, then Norma’s Seafood & Steak is the place to dine. You will never see a farm raised salmon or prawn in Randy Frank’s establishment. He tries to source all seafood locally, wild, sustainable, and chemical free. Norma’s Beef and Pork are ALL NATURAL. Even their water (right down to his ice cubes) goes through a double filtering system before it is served to his customers.

With success came the opportunity to expand, which they did in December 2008, with a half million dollar remodel. If we encounter a major storm on the coast, and all the power is out, NORMA’S IS OPEN!!! Randy and Darleen installed a generator, big enough to handle FULL ON POWER OUTAGES. They will be ready to serve you a hot meal and a cold beer even in the most adverse of weather conditions.
In 2005 Bon Appetite named Norma’s Clam Chowder as one of the 10 Best soups in the US!! Also mentioned in Sunset Magazine, Gourmet Magazine, NPR :“ The Splendid Table”, The Washington Post, Portland’s Best Places and last June in the travel section of the Oregonian.
Norma’s Seafood & Steak keeps Randy & Darleen busy. When they do get some time to relax, they enjoy Snowboarding, Tennis, and Riding his Motorcycles.
